After being laughed out of the room by the Miami-Dade County Commission on Ethics and Public Trust in response to her frivolous complaints against North Miami Beach Commissioner Fortuna Smukler and City Manager Darvin Williams, the now-former part-time ghost employee, Carolina Matamoros, has decided to try getting “justice” with the Miami-Dade County Commission on Human Rights.

Despite being issued a Final and Public Order in both Case Nos. C 26-23-06 and C 26-24-06, unequivocally dismissing her identical Complaints, Carolina filed an equally frivolous brand new Complaint against Darvin Williams.

Although she didn’t file a separate Complaint against Fortuna Smukler, the Commissioner once again makes a cameo appearance in Carolina’s list of imaginary grievances against the City Manager.

Clearly, Fortuna is renting space in the delusional mind of Carolina Matamoros, the now-former “Constituent Services Aide” to the equally delusional mayor Michael Joseph.

A match made in Heaven, alright.

In her Complaint to the unfortunately named Commission on Human Rights, Carolina started off with, “I am a Black/female.  I was hired by the City of North Miami Beach on January 28, 2025, as a Constituent Services Aide.  I reported to Bernice Fidelia-Morris (“Fidelia-Morris”) until my termination on June 26, 2026.”

She also described her “approved remote work arrangement” as picture perfect until Darvin Williams arrived on the scene in February 2026 as the newly hired City Manager.

What Carolina Matamoros conveniently omitted from her grievance is that her assigned overlord, Michael Joseph, was the only elected official who did not vote to hire Mr. Williams, or that he immediately embarked on an evil mission to get rid of the new Manager from day one.

This is not the only fact that Carolina neglected to mention to the Commission on Human Rights, beginning with her description of an email exchange between herself and Commissioner Fortuna Smukler.

In her Complaint, Carolina wrote:

“May 27, 2026, Commissioner Fortuna Smukler unexpectedly contacted me directly regarding the Miami-Dade County League of Cities Gala (Exhibit B), despite having her own Constituent Services Aide, Sophia Lachapelle, and not customarily communicating with me on matters involving her office. Following Mayor Joseph’s directives, I communicated his decision regarding the disposition of his ticket and copied the intended recipient for future updates. Commissioner Smukler removed the recipient from the email chain, copied City Manager Williams, and responded by criticizing the Mayor’s decision, referencing personal disagreements with the proposed recipient, stating she had previously assisted him financially, and concluding that she had defended the Mayor’s attendance only to be “proven wrong.” Less than an hour later, Mr. Williams separately directed me to copy him on all future correspondence, citing prior discussions. I had never before received such a written directive, nor was it required of other legislative aides. This exchange marked a significant shift in the tone of communications toward me and preceded the personnel actions that followed.”

Now here is what really happened.

In addition to being an elected Commissioner, Fortuna Smukler also had the honor of being sworn in as President of the Miami Dade County League of Cities at its 72nd Annual Gala held on May 30, 2026.

On May 27, 2026, when President-Elect Fortuna Smukler had not heard back from Michael Joseph if he was planning on attending, she sent this email to his Constituent Services Aide, Carolina Matamoros:

According to Carolina, Fortuna had no right to contact her directly, but should have communicated with her via her own Constituent Services Aide.

Yeah, our eyes are rolling, too.

The next day, Carolina responded with an email that she conveniently left out of her complaint, asking her to “reserve a seat for” Michael.

Unclear on the concept of grammar, and that one never should use a double negative, Carolina wrote that “the Mayor has not indicated that he will be unable to attend.”

Maybe if he had indicated that he was going to attend, Commissioner Smukler wouldn’t have been forced to email his Aide in the first place!

As per his usual aberrant behavior, Michael Joseph apparently decided he did not want to attend.  So, the very next evening on May 29, 2026, a day before the Gala, he had his Constituent Services Aide send an email to Commissioner Smukler to advise her that he was going to send a Replacement Seat Warmer, i.e., a local “performance artist” who goes by the name of “Sir Diego Brazil.”  Carolina apparently included this dude in her email.

Fortuna was understandably taken aback, not only by Michael’s usual inconsiderate last minute cancellation, but by the sheer audacity of his thinking he had the right to send a surrogate rando in his stead.

As the guest invitee to an exclusive event, it certainly was not Michael’s place to simply give the taxpayer-funded ticket away, especially to someone with absolutely no ties to the City of North Miami Beach whatsoever.

With less than 24 hours to find a more deserving person to invite to her swearing-in, Fortuna responded to Michael’s rudeness in an email to Carolina, stating:

Apparently not understanding the concept of public records protocol as well as common courtesy, Carolina got her panties twisted that “Commissioner Smukler removed the recipient from the email chain.”

Carolina seemed to have forgotten that she was the one who added “Sir Diego” to the email chain in the first place, and that Commissioner Smukler was under no obligation to communicate with him at all.

Carolina was also having a tantrum that Commissioner Smukler “copied City Manager Williams, and responded by criticizing the Mayor’s decision.”

For one thing, unlike Carolina Matamoros, who was hired as a part-time secretary, Fortuna Smukler is an elected official who was literally chosen by the residents of North Miami Beach to represent them at City Hall.

She has every right to copy the City Manager, who happens to actually manage the city (like, duh!).

Fortuna Smukler also has every right to criticize a fellow elected official, who also happens to be the most corrupt politician in South Florida bar none.

So there’s that.

Despite all her wacky conspiracy theories, what she wrote next about Commissioner Fortuna Smukler in her latest Complaint will have you wonder if any of her neurotransmitters are even functioning.

Carolina Matamoros actually wrote:

“At the same time, Sophia Lachapelle (Hispanic/female), Constituent Services Aide assigned to Commissioner Smukler, continued to work off-site from the North Miami Beach Public Library. To my knowledge, her work arrangement was known to City management and continued without allegations of policy violations, directives requiring her return to City Hall, or disciplinary action. Although we both served in legislative support roles, my previously approved remote work arrangement was revoked immediately after I became a candidate for public office while her off-site work arrangement remained in place. I believe this difference in treatment is relevant in evaluating whether similarly situated employees were treated differently.”

We did warn you, right?

Carolina Matamoros, who had a full-time job with the City of North Miami for over a decade before taking a leave to run for a seat on that city’s dais, who has allegedly worked “remotely” as Michael Joseph’s part-time secretary since January 28, 2025, expects us to believe that a North Miami Beach city employee assigned to the North Miami Beach Public Library is in an OFF-SITE position.

Apparently, in the warped mind of Carolina Matamoros, she actually believes that any municipal department that is not directly attached to the building known as “City Hall” is considered “OFF-SITE.”

And by extension, we presume she believes that any employees who work at those “OFF-SITE” locations are working … REMOTELY?

So, let’s get this straight.

According to Carolina the Rocket Scientist:

• All police department employees are “off-site” and “working remotely.”
• All water department employees are “off-site” and “working remotely.”
• All parks & rec department employees who work at the pools, the parks, and the community centers are “off-site” and “working remotely.”

In addition, and for the record, Commissioner Smukler had no need for a “Constituent Services Aide” because, unlike Michael Joseph, she makes herself available and interacts directly with the residents of North Miami Beach.

Also unlike Michael Joseph, Fortuna Smukler takes her stewardship of taxpayer money seriously.

Accordingly, she decided to reassign her assistant, Sophia Lachapelle, to the North Miami Beach Public Library where her service would be needed more and greatly appreciated.
