Paule Villard’s Track Record of Mismanagement and Misuse of Power
1. Excessive Spending on City Administration
- Hired a part-time city attorney at $55,000 per month ($660K annually)—an absurd figure compared to an in-house legal team of four full-time attorneys plus staff.
- Approved an annual salary of over $250,000 for her handpicked city manager in a city with just 44,000 residents. For comparison, the President of the United States earns $400,000 annually to serve 332 million people.
- Within two months of hiring the city manager, granted him all his vacation time upfront and approved a $27,500 raise.
- Increased the already bloated pay for the part-time city attorney to $60,000 per month ($720K per year).
2. Erosion of Transparency and Accountability
- Regularly approved multi-million-dollar expenditures (up to $5M) in consent agendas without public discussion to avoid scrutiny.
- Wrongly pushed through a $1.67 million purchase of a dilapidated, asbestos-filled building, refusing to allow public discussion on the matter.
3. Misuse of Taxpayer Funds and City Resources
- Racked up a $20,000 travel bill on trips that didn’t benefit residents, including a $6,000, four-night stay at the Bellagio in Las Vegas.
- Used federal COVID relief funds to hand out $500,000 to a small amount of individuals, leaving thousands of residents without any assistance.
- Approved taxpayer funds to print campaign tents, information materials, and paraphernalia promoting her image.
4. Disregard for Public Safety
- Assigned an on-duty police officer to act as her personal chauffeur and door opener, taking the officer away from their real duties.
- Flew to Haiti in what was disguised as a city trip, but was there attending a ceremony for a family member. She brought with her the Deputy Police Chief and all of this at the taxpayer expense, while also creating a staffing shortage that left residents vulnerable.
- Under her leadership, morale in the police department hit an all-time low, resulting in the departure of two police chiefs in less than a year. Seasoned officers retired early or found jobs elsewhere.
5. Questionable Financial Decisions
- Voted to give a city-owned building to a handpicked organization for a mere $10 per year for 10 years.
- Voted to give away a $32,000 SUV to a former city employee.
- Supported hiring a political operative with no experience for $150,000 per year, who simultaneously promoted her re-election campaign.
6. Self-Serving Agenda
- Spent city money observing her birth country’s Independence Day with an expensive event attended by only 20 guests while neglecting the city’s 4th of July celebrations.
- Voted to increase her own salary—and those of her fellow commissioners—twice in two years.
- Used city staff for personal errands, such as delivering food to her home, often boasting about these moments on her social media.
7. Reckless Development Proposals
- Advocated for five high-rise buildings to replace the Judge Arthur Snyder Tennis Courts, spending $67,000 on a promotional party for the project. The proposal was later found to violate Florida and Miami-Dade County laws.
