We already told you that North Miami Beach Criminal Commissioner Michael Joseph summoned his surrogate army to the May 16, 2023 Commission meeting when he knew his colleagues were going to oust him from the dais. As expected, all the circus clowns from North Miami and beyond lined up at the podium to defend his corruption.
One of the performance artists was a woman who signed up to speak using the alias “Ada Charles.” When the City Clerk called her name, she came up to the podium, she said, “Good evening, I’m Linda Joseph. I’m not Ada Charles. She’s my sister. I’m Linda Noel.”
The Clerk said that she listed her name as “Ada Charles,” to which she responded with, “Yeah, I had signed in for her.”
That was her first lie.
This is the very same woman who had been sitting in the audience during the previous hour and nineteen minutes spewing racist insults about the non-black Commissioners, which was heard by everyone within earshot. A few people had to get up and change their seats because she was so rude and disruptive.
She began her angry tirade with her second lie, “I am a proud resident of North Miami Beach.”
And then Linda Joseph, or Linda Noel, or whoever she is, began a furious string of pathological lies, one after the other.
And I tell you that I haven’t said that in a long time. WE voted for Michael Joseph. WE demand that he be here. I have never been so included into this City until they both young mens got elected.
She then sang Michael’s praises as if he was a Saint, instead of the Devil on the Dais that he’s proven to be, and exclaimed, “And now he’s a Commissioner in my great City.”
Linda Joseph Noel then announced, “In the State of Florida, in 2010 in the Census Bureau, one million registered as a Haitian American.”
Except she made that up.
According to an October 21, 2020 Politico article, “With the final weeks of the campaign in full swing, the current approach observed is largely based on a report by Herlande Rosemond, voter protection deputy director for the Florida Democratic Party. In the report, titled ‘Florida’s Haitian American Community,’ Rosemond said the state’s 300,563 electors of Haitian ancestry are significant and need to be better utilized.”
Last time we checked, 300,563 isn’t even close to a million. In fact, it’s not even one-third of a million.
In fact, as of 2019, there were slightly over a million Haitian Americans in the entire United States!
Linda’s next lie was even more outrageous — she claimed, “58% live in the City of North Miami Beach.”
Not even close, sweetie.
According to Wikipedia, as of the 2000 Census, 19.9% of the North Miami Beach population was of Haitian ancestry.
Even in the highly unlikely event that this figure doubled in the last 22 years, it’s still nowhere near the 58% that Linda Joseph Noel claimed live in North Miami Beach.
Nevertheless, she continued.
We need inclusion. We need to be heard. That’s why we voted for him.
I enjoy living in this City.
And of course, the obligatory racist trope used to admonish all you hateful white people who refuse to ignore corruption committed by a black politician.
“You always ax where’s all the black males? Well, there he go. He stepped up and he said he was gonna run for office. And he’s here. Let’s be fair. Cause we’re not goin’ nowhere. We’re here to stay and we just gonna grow in population. The assault on black politicians, it has to stop. Cause we’re not goin’ nowhere. We demand inclusions.”

On June 13, 2023, as we already reported, Michael Joseph was granted a Temporary Order of Injunction to return to the dais “pending the disposition” of the lawsuit filed against him by then-Commissioner (now Acting Mayor) Jay Chernoff.
Sure enough, at the June 20, 2023 City Commission meeting, Linda Joseph Noel was as happy as a pig in mud when she came up to the podium.
Good evening, everyone. My name is Linda Joseph Noel. I’m at 3, um, 2 East Drive. I just wanna say that I absolutely love my City. I love the City of North Miami Beach.
Welcome back, Commissioner Joseph. We needed you. You’re here. And we’re glad you’re here.
And, once again, she resorted to racism by claiming that imaginary bogeymen are telling “her community” that they do not have “the right to occupy space” or “the right to vote.”
Whatever.
But that chapter is done. So we move forward as a City.

But, we’re even happier to bring you the facts that Linda Joseph doesn’t want you to know.
For one thing, she does not live at 2 East Drive, North Miami Beach, Florida 33162, as she claimed.
This property is owned by one Ada Charles, who may or may not be the sister of Linda Joseph Noel, as she claimed at the May 16, 2023 City Commission meeting.
We did a background check on both names, and we cannot find any connection whatsoever between Ada Charles and Linda Joseph Noel. However, we cannot confirm beyond a reasonable doubt whether or not they are related.
What we do know is that in 2006 she purchased a condominium in Miami Gardens, which she lost in a foreclosure two years later.
We also know that while she owned that Miami Gardens condominium, she was served with a Claim of Lien on November 24, 2008 ironically by the City of North Miami Beach for unpaid water bills in the amount of $340.00, which she didn’t pay until July 31, 2014, at which time the City filed a Release of Lien.
We also know she never, ever, ever, EVER lived in the City of North Miami Beach.
In fact, the only connection she ever had to the City of North Miami Beach, except for her unpaid water bill problem, was that time on March 20, 2013, when she and her ex-husband, Mercy D. Noel, and her now-defunct company, Noel Enterprises, LLC, were sued by ERT 163RD STREET MALL, LLC for non-payment of rent.
Apparently, the plaintiff prevailed because Mercy D. Noel’s wages were garnished on December 27, 2022 for $73,465.53 plus interest.
In order to pay off that debt, Mercy D. Noel agreed to foreclose on another property in which he had an interest. That case was only just closed days ago on June 17, 2023 with the filing of an Agreed Final Order disbursing Mr. Noel’s garnished wages.
Despite all her bluster and her false claims that she lives in North Miami Beach and that she voted for Michael Joseph, according a public record we received today from the Miami-Dade County Elections Department, Linda Joseph Noel is registered to vote at 275 NW 157 Street, Miami, Florida 33169.
In fact, according to Linda Joseph Noel’s Voting History Report, also obtained by public records request today, she has never once voted in the City of North Miami Beach since she first registered to vote on October 4, 2008.
And she certainly DID NOT vote for Michael Joseph, as she emphatically stated at both the May 16, 2023 and the June 23, 2023 City Commission meetings.
Linda Joseph Noel actually lives at the property located in unincorporated Miami-Dade County, which is owned by one Macellon Joseph.
In fact, on May 17, 2017, Macellon Joseph attempted to Quit Claim the property to his deceased wife, Martha Joseph, and Linda Joseph.
We say “attempted” because the Miami-Dade County Clerk was “unable to process sale due to deed errors.”
What’s really interesting, is that five years earlier on November 9, 2012, Macellon Joseph purchased this same house by Warranty Deed from Linda Joseph Noel and the husband she divorced on May 2, 2011, Mercy D. Noel.
As for her beleaguered ex-husband, we’re not sure which nightmare was worse for him — his ten year eviction war with the 163rd Street Mall or his six year divorce from hell, but we certainly feel his pain.
On April 19, 2013, Macellon Joseph sold the house to Marthacia Exilus Joseph by Warranty Deed, and then in 2017 he attempted to Quit Claim the house he no longer owned back to Linda Joseph and his deceased wife.
Yet, somehow, according to the Miami-Dade County Property Appraiser, Macellon Joseph is still the owner of record of the property located at 275 NW 157 Street, Miami, Florida 33169 — the address where Linda Joseph Noel is registered to vote.
If we cared about Linda Joseph Noel, we’d suggest that she contact a real estate lawyer to correct the unbelievably defective chain of title on what she believes is her property by virtue of the May 17, 2017 Quit Claim Deed, which was rejected by the County due to “errors.”
But, we don’t care about Linda because she is a pathological liar.
This woman made her first appearance at a North Miami Beach City Commission meeting under the pseudonym, “Ada Charles,” whom she claimed was her sister.
Then she lied that she was a “proud resident of North Miami Beach.”
She followed those lies by further lying that there are “one million” Haitian American voters in the State of Florida, and that North Miami Beach is “58%” Haitian.
And yet, Linda Joseph Noel had the chutzpah to stand at that podium and accuse the suspended Mayor of lying about his residence, which has yet to be proven in a court of law, when she’s the one who lied through her teeth.
She also has no idea that Michael Joseph is a lying, manipulative, despicable human being.
Nor does she care.
Being the consummate Black Supremacist, all Linda Joseph Noel knows or cares about is that Michael Joseph has black skin.
And if dare you tell the truth about him, then you’re the racist.
We couldn’t make this stuff up, folks, but we don’t have to.

I knew she was not a NMB resident and she had the Chutzpa to come twice to commission meetings and spew her hatred. I also did a deep dive into her residency and found the NW 157 Street as her address. She is despicable.
Good stuff Steph. I was wondering who she was. I wish these Commission meetings were tightened up a bit. Noel should not have been allowed to speak once she said she signed up under a different name. Let her sign the bottom of the list and come back. And I wish the City Clerk would enforce the Name and Address requirement before they speak.

David, any member of the public is allowed to speak at public meetings. It would be illegal to limit speakers to only NMB residents. However, I despise liars, and she literally lied through her teeth by pretending to be a North Miami Beach resident and, worse, saying SHE VOTED FOR MICHAEL JOSEPH! It’s almost as if these liars have no clue that what they say in public can be fact checked. As I’ve already proven, public records will out the posers and charlatans.

I met Linda Joseph in October 2021 while she was campaigning for the incorporation of Biscayne Gardens into a City. She wanted to be a part of its administration. She was part of a small clique of residents there that were promised key, high-paying jobs in the new City if they succeeded in becoming incorporated through a voter referendum. The Mayor wanna-be of the new City had an organizational chart on the wall in his office with the positions filled in with people who were out campaigning to get people to vote for becoming a City. Linda Joseph was one of them.
I was in opposition to creating another corrupt new city because MJ, MF, PV, and DJ all had a hand in corrupting NMB’s government. I told the prospective voters there that their property taxes would triple if the area became a city due to all the high-paid positions that would be hired, the corrupt commissioners that would be elected, and the graft and free stuff that would be handed out at their expense. The “Vote No for Incorporation” campaign was a huge success and when the votes were tallied on election day in November 2021, 83.4% of the voters voted “NO” to incorporation. Only 16.6% voted for it. The NO campaign workers saved the residents of Biscayne Gardens millions of dollars in additional property taxes by not having a Mayor and four city commissioners, a police chief, a city attorney, a city manager, a city clerk, and assistants to all those positions, and keeping the great Miami-Dade Police Dept. as their police force. The ironic thing is that the area is 33% Haitian American and they overwhelmingly didn’t want the corrupt, lying people like Linda J to have any part of governing their properties.
I can personally verify Linda Joseph was at 275 NW 157 St. because I was going door to door on her street and she got in her car and came racing down the street to confront a fellow campaign worker and I, stating we placed a “Vote No” card on her car and that we were trespassing on her property. The ironic thing is that we had not gone down the street where she lived yet so we could not have placed a card on her car. She displayed her traditional big mouth belligerent manner as she always presents herself. While working at the pole, you could hear her big mouth voice a block away as she harassed people going to the poll to vote. And she wasn’t using a megaphone. She didn’t need one. She complements MJ, MF and DJ perfectly with her lying, big mouth.
I’m pretty sure she is not, and never has, lived in NMB. Biscayne Gardens is serviced by NMB Water so her water bill lien was due to not paying her bill there.
It was amazing that the residents of Biscayne Gardens saw right through the pack of lies being fed them. As usual, the race-hustling grifters were out in full force, claiming that anyone who didn’t want to incorporate were “racists” who didn’t want a “black city.” Of course, the reason they wanted to incorporate was because they knew they’d be able to milk taxpayers dry with salaries for elected officials and other “jobs” for their Friends & Family members.
The same North Miami organized crime ring, which has destroyed NMB for the last two years, was also involved in the Biscayne Gardens fiasco. They don’t give a damn about helping residents — all they see are dollar signs when they take over a city. Not surprised that this lying, big mouthed wench was part of that operation.
I don’t know anything at all about her ex-husband, but I sure feel sorry for what he must have put up with being married to her.

In this case, her lies were so easily debunked. All it took was a public records request to the Miami-Dade County Elections Department, and in less than 48 hours I found out where she’s registered to vote and her entire voting history.

Like I said, people are stupid.

First of all, NMB will never unincorporate, even if the County would approve it. The City itself is not the problem. The real problem is twofold. Not enough qualified candidates step up to run for office, and some of those who do run and manage to get elected do not have the best interests of the City in mind. They try to disguise their self-interest as “public service,” but the truth is they are only serving themselves.
Unfortunately, the same bad actors who ran North Miami into near bankruptcy have set their sights on North Miami Beach. Some of the illegal voting tactics (i.e., absentee ballot fraud, ADA abuse, etc.) they used to get elected in North Miami, are now being used in NMB elections. Make no mistake, this is an organized crime ring, and they need to be brought to justice.
I would not refer to these people as “Haitian gangs,” as you did. Although most of them are of Haitian ancestry due to the fact that the ringleaders prefer dealing with people of their own “community,” however some of the players are not Haitian, but they are just as complicit, even if they are only useful idiots. Duke Sorey is the perfect example. He’s not Haitian, but he was handsomely rewarded for doing the bidding of the four who hired him, and he returned the favor. When the FY 2022 Annual Comprehensive Financial Report is finally made public, we will see exactly how much damage they have done to the City. I’m sure it won’t be pretty.
The most unfortunate thing of all is that this organized crime ring has caused so much damage to the image of the Haitian community, most of whom are honest, ethical, and law abiding citizens. Your reaction to the corruption in NMB by these commissioners is a perfect example of the bad press the Haitian community has gotten because of the actions of a few. Sadly, they don’t care. All they care about is “free” vacations, health insurance, food orgies, bloated “salaries,” and anything else they can grab on your dime. If you and others care about the future of your City, start getting good people to run for office so the last two years will never be repeated.
