When North Miami Beach Criminal Commissioner Michael Joseph leaked the “news” that a private investigator falsely claimed that Mayor Anthony DeFillipo did not reside in the City, CBS News ran with the “breaking” story.
Local CBS Miami reporter Joe Gorchow wrote, “North Dade Neighbors Alliance is a non-profit comprised of concerned community members. The founder claimed not to be politically motivated. He told CBS4 the group hired a law firm to investigate the matter. The firm hired Countywide Investigations.”
It’s a shame Joe Gorchow didn’t bother to do his homework, because as we already reported, we easily discovered that the so-called “founder” is none other than Andre Pierre’s political operative, Lesly Prudent, who filed this so-called “non-profit” on December 22, 2022, two days after the aborted December 20, 2022 Commission Meeting.
But, wait! There’s MORE!
Lesly Prudent has a long and storied history as a political operative in North Miami, and at times in North Miami Beach.
He’s also been on our radar as far back as 2011, when he was conspiring with Former Commissioner/Current Convicted Felon Frantz Pierre to become the Assistant City Manager of North Miami Beach.
We all know how well that worked out.
That same year, former corrupt North Miami Mayor Andre Pierre created a position for Lesly Prudent as the North Miami CRA Coordinator. As expected, he got the job, at the same time that the City of North Miami was paying Lesly Prudent for “advertising” on his radio show, as reported on September 29, 2012 by the Miami Herald, in CRA employee’s show creates interest, and questions.
The “not politically motivated” Prudent then used those “advertising” funds to “enthusiastically stump for Democrat candidates during his daily half hour show,” while he was supposed to be working in his CRA office, as we reported in October, 2012.
After the Miami Herald reported that the auditors uncovered a $100,000 discrepancy in the “city and CRA’s financial statements,” Prudent was finally fired by then-North Miami City Manager Aleem Ghany.
During the 2018 North Miami Beach municipal election, the “not politically motivated” Lesly Prudent formed a bogus political committee on September 12, 2018 with the Division of Elections at the Florida Department of State, NMB Citizens for Responsible Government. He managed to scam $4,500.00 in contributions from:
- $500.00 Mattie G. Bicky of New Rochelle, New York (now North Miami Beach)
- $3,000.00 from a “non-profit” called American Integrity Foundation, Inc. in Coral Gables (now Hollywood)
- $1,000.00 from a “Joseph Smith” at the non-existent address of 1350 North Shore Drive, Miami Beach, FL 33141
Lesly then proceeded for the next two months to spend it all on food, gas, and “payroll,” i.e.:
- $2,117.07 to himself
- $1,120.00 to his wife, Rose Darbouze Prudent
- $480.00 to Jean Jean-Louis, another political operative who, along with Lesly Prudent, have insinuated themselves into the illegal lawsuit against Mayor DeFillipo
- $670.00 to someone named Nacine Francois, who allegedly lived at 1300 Moffett Street, Hallandale Beach, FL 33009
On October 18, 2018, one month after he formed this sham political committee, Lesly Prudent received his first Late Report Letter, and on November 6, 2018, he received his first Fine Letter. A year later on August 16, 2019, the Division of Elections could no longer find him, as evidenced by this Returned Letter. On December 2, 2019, the Florida Elections Commission entered a Final Consent Order against Lesly’s “political committee,” assessing a civil penalty of $100.00.
Apparently, the “not politically motivated” Lesly Prudent is also a deadbeat scam artist.
During the 2020 North Miami Beach municipal election, Andre Pierre and the “not politically motivated” Lesly Prudent insinuated themselves into the campaign by holding a fundraiser for McKenzie Fleurimond.
By making sure that McKenzie won his seat back, North Miami political operative, but “not politically motivated,” Lesly Prudent got his foot a couple more inches through the door of North Miami Beach City Hall.
That was the same year that McKenzie and his co-conspirators on the dais, Michael Joseph and Paule Villard, recruited Daniela Jean to run for the purpose of having a four-Criminal Commissioner majority on the dais.
Miami Times reporter Mark Sell summed up the 2020 municipal election in a March 3, 2021 article:
“North Miami’s fingerprints have been visible in its northern neighbor’s politics for months, particularly in last November’s municipal election, and the victorious commissioners openly acknowledged that in the commission’s Nov. 30 swearing-in ceremony. That influence only grows more evident with time.
“At that swearing-in, Joseph and Fleurimond, both reelected, and Jean all thanked such familiar North Miami figures as former Mayor Andre Pierre and longtime ally Lesly Prudent, North Miami’s former CRA coordinator.”
And the rest is history.
As we all know the November 2022 municipal election reversed the two years of ethical, fiscal, and moral decay perpetrated by the tentacles of Andre Pierre and his political operative, the “not politically motivated” Lesly Prudent.
And as we also know, Andre & Co. are not happy about it.
Enter Lesly Prudent’s hastily formed “non-profit” comprised of phantom concerned community members, which somehow came up with the money to hire a private company to “investigate” the Mayor’s residency, a matter that is currently pending in the Courts.
As you can imagine, a lot of people stand to lose a lot of money when the City Commission finally meets and cleans house on March 21, 2023.
Andre, and his fellow corruptocrats, Larry Spring and Jeffy Mondesir, will lose their ability and credibility as registered lobbyists in North Miami Beach right off the bat.
But, good old Lesly stands to lose even more.
For one thing, Lesly’s wife, Rose Prudent, was hired by Duke as a “Customer Service Associate I” on December 2, 2021 at a base salary of $33,234.66. By Fiscal Year 2022-23, according to Duke’s Proposed FY23 Budget Expenses, Rose was already earning $36,488.00, plus the usual and customary bloated benefits in the aggregate amount of $16,655.00, for a total package of $53,143.
Like most of the other Duke Sorey Friends & Family hires, Rose Prudent is unqualified for this or any other government position. Even though it’s not a whole lot of money, it’s way more than she deserves.
Rose’s husband, the “not politically motivated” Lesly Prudent, is also the president of Lespri Enterprises, Inc., a Florida corporation he formed in 2006, through which he is paid to advertise on his radio show at WLQY 1320AM on Sundays from 1:00 to 2:00 PM.
When the North Miami Beach Commission finally meets and is able to fire Duke Sorey, Lesly’s company will also lose a monthly stipend from the City of North Miami Beach for “advertising” on Haitian radio.
The same type of “advertising” he previously provided to the City of North Miami when he was actually shilling for candidates on taxpayer dime.
Before Duke was hired in North Miami Beach on April 20, 2021, not a single dime was paid to Lespri Enterprises.
In fact, no money changed hands — at least over the table — between the City of North Miami Beach and Lesly Prudent until March 9, 2022, when Lespri received its first check, according to the City’s online check register.
For the first two months, he was paid $850.00 per month, then on May 25, 2022, his payment increased to $7,000.00 per month.
To date, the following monthly payments have been made to Lespri Enterprises, Inc.:
- 3/9/22: $850.00
- 4/13/22: $850.00
- 5/25/22: $7,000.00
- 6/15/22: $7,000.00
- 7/20/22: $7,000.00
- 9/21/22: $14,000.00
- 10/19/22: $7,000.00
- 10/27/22: $11,000.00
TOTAL: $54,700.00
We have no idea if he’s received any checks since November 30, 2022 because the online check register has not been updated.
What we do know, however, is that the October 27, 2022 payment of $11,000.00, right on the heels of the regular $7,000.00 monthly payment only a week earlier, is mighty suspicious.
Considering this all took place right before November 8, 2022 election.
We also know that Paule Villard, who was running for re-election, was on Haitian radio every single day, and especially on WLQY 1320AM.
In fact, on October 5, 2022, we even grabbed a screenshot of a Facebook reel taken by Mark St. Vil, former North Miami Beach Commission candidate/current lawyer for Lesly Prudent, et. al., of Paule campaigning on the radio with North Miami Beach Deputy Police Chief Ervens Ford — while in uniform.
Which is a violation of Florida Statute 104.31(2) which expressly states, “An employee of the state or any political subdivision may not participate in any political campaign for an elective office while on duty.”
Furthermore, FS 104.31(3) states, “Any person violating the provisions of this section is guilty of a misdemeanor of the first degree, punishable as provided in s. 775.082 or s. 775.083.”
Not that Miami State Attorney Katherine Fernandez Rundle gives a damn about public corruption, but we thought we’d just throw that out there for fun.
But, hey! Just so we’re clear, Lesly Prudent is “not politically motivated.”
A word of advice to Channel 4 reporter Joe Gorchow … if you’re going to cover North Miami Beach politics, do your homework before you jump to the conclusions being fed to you by political operatives claiming to be “not politically motivated.”
Joe, it’s painfully obvious to everyone in the City that you’re not remotely interested in reporting the real corruption being perpetrated by Michael Joseph, McKenzie Fleurimond, and especially, City “Attorney” Hans Ottinot.
It’s also obvious that you know nothing about the ever expanding Circle of Corruption that originated in North Miami by Andre Pierre and his political operatives, whose only goal is to enrich themselves by feeding at the government trough.
And make no mistake — every single person we named above is desperately and politically motivated to reverse the result of the November 22, 2022 election. They will do whatever it takes to keep the stream of public money flowing into their pockets.
We here at VotersOpinion shouldn’t have to do the job that Joe Gorchow should be doing, and yet here we are.
We may not have any useless degrees in “journalism,” but we will continue to do whatever it takes to expose public corruption whenever and wherever it exists.
And you can take that to the bank.

Most of today’s reporters don’t do the research they should be doing, especially television reporters. Joe Gorchow is blatantly biased and he doesn’t even care.
Then again, not everyone can be Glenna Milberg.

I have not heard that. I have no way of confirming or denying. My only record is what on Duke’s proposed budget for FY23. If she left after that was published, I am not aware.
