North Miami political operatives, a/k/a Friends of Andre Pierre, are still clandestinely trying to infiltrate and take over the North Miami Beach government.
One project at a time.
On January 25, 2023, former North Miami City Manager Larry Spring and North Miami restauranteur Jeffy Mondesir were spotted having a bite at Aroma Espresso Bar with none other than North Miami Beach Criminal Commissioner Daniela Jean.
Larry Spring and his golden parachute resigned from North Miami three years ago, leaving the budgetary hot mess in his wake to his temporary successor, none other than current NMB City Manager Arthur “Duke” Sorey, who pushed North Miami’s finances even deeper in the hole to the tune of nearly $14.7 million before being hired to rape the North Miami Beach city coffers in April of 2021.
Meanwhile, Teflon Larry was hired back at the City of Miami as the Assistant City Manager despite his shady, unethical, and possible criminal history while he was first employed there from 2007 to 2011 when he abruptly left amid an investigation by the Securities and Exchange Commission.
In 2018, Jeffy Mondesir, the owner of Randy’s Restaurant & Lounge in North Miami, formed a political action committee Our City Our Future and raised over $25,000.00 to push the spectacularly failed $120 million GO Bond down the throats of North Miami voters.
A year later, Jeffy was also the recipient of a lucrative four-month “contract” which earned his company, Jeffy Van, LLC, a tidy $12,000.00 to “consult” on Duke Sorey’s failed $1,223,582 Red Garden Sinkhole.
Now Larry Spring and Jeffy Mondesir have teamed up to hijack a development project called “Venus” that received site-plan approval by Resolution No. R2022-61 passed at an April 19, 2022 City Commission Meeting, which had absolutely nothing to do with either of them.
According to that meeting’s Agenda Memorandum, “The applicant is requesting approval of a site plan application to redevelop the property located on the southwest corner of NE 164th Street and NE 21st Avenue to construct a 651,620 gross square foot mixed-use development.”
The developers, Eric Rutter and David Weitz, through their company, 21 and 164 NMB LLC, had absolutely no connection to either Larry Spring or Jeffy Mondesir until January 18, 2023, when Jeffy suddenly registered as a “lobbyist” with the City of North Miami Beach.
In addition to being a restaurant owner, a political activist, and a “consultant,” Jeffy Mondesir is also now a “lobbyist.”
According to the City’s Registered Lobbyist 2023 list, Jeffy Mondesir of Achievement Consulting Group, Inc., located at 1717 North Bayshore Drive, Miami, Florida 33133, became the lobbyist for “All Matters Pertaining To Venus Project.” The President of Achievement Consulting is Larry Spring, who formed the company in 2012 while he was still working for the City of North Miami. This for-profit company has no website, and practically no internet presence.
How Mr. Rutter and Mr. Weitz, originally from New York City, and two shady North Miami political operatives “found” each other is a complete mystery.
You will recall a similar incident occurred at the March 24, 2022 Commission Meeting, when Criminal Commissioner McKenzie Fleurimond moved to table a development project, NMB Place, for two months until, lo and behold, on May 9, 2022 Andre Pierre became its Registered Lobbyist.
At the time we were told that McKenzie threatened the developer that he wouldn’t vote to approve the Site Plan, which had been in the works for nearly two years, unless he hired Andre as his lobbyist because — in McKenzie’s own words — “no Haitian was involved in the project.”
Since McKenzie had already recruited Andre Pierre twice – the first time on July 9, 2020 as the registered lobbyist for Pro Transportation, Inc. [sic], d/b/a ProKel Mobility, in its bid to operate the City’s trolley system, and again for NMB Place, a third time might have looked too suspicious.
Even by McKenzie’s low moral standards.
So this time, it appears that he turned to Andre Pierre crony, Larry Spring, who in turn recruited Jeffy Mondesir, as the “Haitian involved in the project” in order to satisfy McKenzie’s racist demands.
Regardless of who the surrogate du jour may be at any given time, make no mistake that the head of the snake is Andre Pierre.
Now that ex-Criminal Commissioner Paule Villard lost her bid for re-election, and Andre lost his guaranteed four-criminal majority on the North Miami Beach City Commission, he and his political operatives have been conspiring to somehow get it back — even if that means enlisting his BFF, City “Attorney” Hans Ottinot, to find a way to get rid of the Mayor by any means necessary.
Keep in mind that Hans Ottinot is desperate. This Strip Mall “Lawyer” knows that the minute the City Commission convenes for an official meeting, he will be fired and escorted out of Chambers. He is doing everything in his power to prevent that from happening, even if he has to violate the Charter and risk being disbarred to accomplish his mission.
Here’s hoping.
The ever-widening North Miami Circle of Corruption that has been engulfing the City of North Miami Beach for more than two years now, has morphed into a literal criminal conspiracy.
Daniela Jean may have given lip service that she wants to be a “team player,” but her actions prove that the exact opposite is the case. She is now a full-fledged member of that criminal conspiracy.
As she was leaving her January 25, 2023 rendezvous with her fellow North Miami partners in crime, Larry Spring and Jeffy Mondesir, she was overheard declaring, “We’re gonna bulldoze them.”
Then she hopped into a white Mercedes Benz and drove off into the sunset.
Public Self-Service must be nice, eh?
We’re not sure who Daniela Jean thinks she’s gonna bulldoze, but we’re pretty sure those words will eventually come back to haunt her.

Poor residents of North Miami still have to pay for Larry and Duke’s misdeeds even after their departure from 776 NE 125 Street. Starting in FY22 budget year and next four following budget years, North Miami’s residents must pay 9% annual increases in our water rates and annual 7% increases in our sanitation rates until FY26 budget year under Theresa Therilus’ long term budget plans. Also, Larry and Duke’s show prevented the construction of Cagni Park and its now forgotten Olympic swimming pool at the old high school site, 800 NE 137 Street. In our last council meeting on 1/24/2023, we did learn our city did not have $ 500K to start construction of Cagni Park and its slimmed down collegiate pool until July 2023. Finally, city services for our wonderful library and our parks and recreation programs have been reduced in hours and/or programs due to continuous general operating fund deficits from Duke and Larry’s reign. Mayor Alix can not undo these annual rate increases from our previous city manager, Theresa Therilus, because it will reverse city’s financial fortunes back to continuous deficits under Mayor Smith Joseph and Mayor Philippe Bien-Aime. I do feel sorry for our fellow neighbors in North Miami Beach because they will pay for Duke’s misdeed in their city for years to come into the future just like NoMi. We have forgotten about wreck lives and wreck financial books at 17011 NE 19 Avenue.

I sincerely hope for NMB sake, talks are NOT in the works to bring Larry Spring to management. It’s Duke Sorey 2.0.
