In a previous column we told you that the former North Miami Mayor, Andre Pierre, had his minions destroy his opponent’s campaign signs during his 2011 run for re-election.

We also told you that Andre Pierre is now running the City of North Miami Beach through his proxies, Criminal Commissioners Michael Joseph, McKenzie Fleurimond, Paule Villard, and Daniela Jean.

On May 11, 2022, Andre’s wife Bernadette Pierre, hosted a fundraiser for Paule at their home.

On her M5 Campaign Treasurer’s Report for the month of May 2022, Paule reported $42,950.00 in contributions from 61 individuals and businesses, the vast majority of which were from Andre Pierre’s connections in North Miami.

Only four of those 61 contributions came from donors in North Miami Beach, which shows you how little support Paule Villard has from residents and businesses in her own City.

Other than two North Miami Beach vendors and her co-conspirator on the dais, Michael Joseph, only one other donation came from an individual living in North Miami Beach by the name of Tamara Philippeaux, who donated $1,000 in the name of her corporation, TPBP Consulting & Marketing, Inc.

On September 22, 2022, Andre’s wife, Bernadette, co-hosted another fundraiser at the home of Tamara Philippeax, located at 2123 NE 172 Street, North Miami Beach.

Where Paule prominently — and illegally — pitched her taxpayer-funded campaign tent in the driveway.

Paule’s abuse and misuse of public funds is presently under investigation.

According to her G3 Campaign Treasurer’s Report for the period of September 17 through September 30, 2022, as a result of that second Pierre-hosted fundraiser, Paule reported collecting $29,340.00 from 46 individuals and businesses, only 7 of which were from entities in North Miami Beach, including one from her slate mate, the anti-Semitic Hans Mardy.

Once again, it speaks volumes that only seven of those 46 contributions came from people and businesses in North Miami Beach.

Then again, we never hear from anyone living in the City who speaks well of her. In fact, more people than not are fervently hoping that she loses the election.

And how is Paule spending all that money strong-armed by Andre from the dozens of people who are afraid to say no to him?

Obviously, a good portion of her war chest is spent on Haitian radio to spew her flat out lies and racist, anti-white diatribes.

She also spends her campaign loot on illegal campaign signs that are twice the size permitted by City Ordinance No. 2012-36.

It’s not as if North Miami Beach Code Compliance Manager Aldridge Merisier wasn’t aware of the City’s Ordinance.

In fact, Mr. Merisier had no problem enforcing it when he and City Manager Arthur “Duke” Sorey personally called Commission candidate Phyllis Smith to advise her that her large campaign signs “were two (2) feet too high,” and that she would be fined if they weren’t brought into compliance. When Phyllis measured the “offending” signs, she discovered that they were no more than “12 inches above the height restriction,” and she had all of the posts cut down accordingly in order to comply.

Phyllis followed up with an email to Duke on October 10, 2022, advising him that while she had brought her signs into compliance, the Ordinance also clearly states that signs in commercial areas were “to be no greater than 16’ square feet,” yet some of the other candidate’s signs were “more than double that size.”

She also advised Duke that when she called Code Compliance regarding those oversized signs, she was told “that the code enforcement department was no longer handling any campaign related issues.”

As you can see, Paule’s slate mate, criminal defense lawyer Mark St. Vil, also violated the maximum height permitted by the City’s Ordinance, but due to selective code enforcement, he gets a pass.

Phyllis told us that she spent over $500.00 in material and labor to have her signs brought into compliance, only to be told a few days later that Code violations were no longer being enforced!

Unless, of course, the violator wasn’t a member of the Manager’s “protected class.”

The Ordinance also prohibits campaign signs from being “displayed, placed or located on any state, County or City rights-of-way and/or median strips within the City limits.”

As you can see, the rules don’t apply to Criminal Commissioner Paule Villard.

Furthermore, “[n]o sign shall be placed within five (5) feet from the property line, and no sign shall block corner visibility or be located in a required sight visibility triangle.”

And yet, Paule gets a pass.

And finally, despite the fact that the Code clearly states that political “signs shall only be displayed with the consent of the owner or tenant” …

Criminal Commissioner Paule Villard and her slate mate, criminal defense lawyer Mark St. Vil, don’t bother asking for permission!

They simply do whatever they want with impunity.

This utter disrespect for the law from an former “cop” and a member of The Florida Bar is beyond the pale.

Apparently, the “the safety of motorists, cyclists, pedestrians, and other users of public streets is affected by the number, size, location, lighting and movement of signs that divert the attention of drivers;” as spelled out in the Ordinance, is of little use to a Criminal Commissioner who thinks nothing of violating the City Charter, as well as State and Federal laws.

In their desperate attempt to win the election, Paule Villard and her new partners in crime, Commission candidates Mark St. Vil and Hans Mardy, have tossed the entire 2022 Municipal Election Candidate Handbook into the garbage as their campaign “volunteers” continue to steal and vandalize the campaign signs of their opponents.

In her letter to Duke, Phyllis Smith also let him know that her campaign signs are being destroyed or stolen from all over the city, and that she has already filed a police report.

As expected, the Police Department has done absolutely nothing to stop the vandalism and theft of Jay’s, Fortuna’s, or Phyllis’ campaign signs.

On October 7, 2022, Paule sent one of her young criminals-in-training to specifically steal the campaign sign of her opponent, Jay Chernoff.

The latest theft happened just this afternoon in front of resident Keith Myers’ house in broad daylight when four of her budding career criminals stole Phyllis Smith’s sign and hurled Jay’s sign across the street!

If stealing signs weren’t enough, Criminal Commissioner Paule Villard and her gang have resorted to outright destroying the campaign signs of the opposition … à la Andre Pierre’s North Miami circa 2011.

In case anyone is interested, none of the campaign signs of Paule Villard, Mark St. Vil, or Hans Mardy have been stolen or vandalized.
