Criminal Commissioner Paule Villard beclowns herself at a candidate forum, Part 2

Throughout the entire two-hour Candidate’s Forum hosted by the Voter’s Council of North Miami Beach on October 13, 2022, Criminal Commissioner Paule Villard smirked whenever criticism was directed toward her.  Based on her haughty demeanor, and based on her own words, she actually believes that she’s done nothing unethical or illegal.

Or, at least that’s what she wants you to believe.

We have proven otherwise, and we will continue to expose her for the charlatan that she is.

This Criminal Commissioner thinks she’s entitled to take taxpayer-funded vacations to Haiti, Las Vegas, Salt Lake City, Denver, and Phoenix, none of which was for a public purpose benefiting the residents of North Miami Beach.

She thinks its perfectly fine to use her taxpayer-funded P Card on self-promotional campaign-like items such as tents, tee shirts, coffee mugs, pens, tote bags, and more, with her name and face emblazoned on them.

Paule also believes that if she keeps repeating the lie that she was a City of Miami Sergeant for 28 years, when her verified personnel record reflects she was an Officer for 21 years, that it will somehow magically become true.

Worst of all, Paule Villard sees absolutely nothing wrong with committing election fraud as long as it benefits her bank account and her political agenda.

And yet somehow, this delusional clown will look you in the eye and straight up tell you that she’s done nothing unethical or illegal.

And if you don’t believe her, she’s got a bridge in Brooklyn that she just put on the market.

The grotesque truth is that Paule Villard is a criminal, a fraud, a pathological liar, and dumb as a bag of hammers.

And she continued to unequivocally prove it during the second hour of the Candidate’s Forum.

At minute 57:29, the moderator asked a multi-pronged question of the candidates as to their plan to beautify the City and tackle crime.

As expected, Paule pulled out her handy-dandy race card, which is all she knows how to play, then told the biggest lie since her non-existent career as a “Police Sergeant.”

She said, “In 2013 when the previous administration when they fired 17 police officers, that’s the first thing that they look for.  Seventeen officers and most of them, if not all of them, were black.”

As we clearly detailed the facts in the last blog, Paule Villard literally made this entire story up.

That may have been Paule’s most egregious lie, but it certainly wasn’t her last.

At hour 1:05:56, the moderator asked the two incumbents, Paule and Fortuna Smukler, whether or not the way the Commission is handling the Consent Agenda is ethical.

For those of you who don’t know what a Consent Agenda is, don’t feel bad.  Paule and her three intellectually challenged co-conspirators on the dais don’t have any idea either.  Before we explain, let’s see how Paule made a fool of herself when she answered this question.

“We have seven elected officials on the dais, um, four of the Commissioners have to agree on something to approve it, so if four elected officials, responsible, fiscally responsibly responsible say yes, you know I think it’s, uh, it’s a good thing because they, we have to approve it.  And before anything happens, we have to say yes that we approve it.”

In Paule’s doddering mind, she actually believes that “fiscally responsible elected officials” would:

  1. Vote to give themselves three enormous raises in less than two years.
  2. Spend tens of thousands of dollars on their taxpayer-funded P Cards to travel the world and stay in 5-star hotels.
  3. Hire, grossly overpay, and give exorbitant raises to two completely incompetent and overtly corrupt losers as their City Manager and City “Attorney.”

In addition to her complete ignorance about what constitutes “fiscal responsibility,” Paule has absolutely no idea what a Consent Agenda really is and how one is supposed to work.

The organization, Civic Plus, offers technological tools for municipal governments with the premise “that every interaction between residents and their government should be exceptional and frictionless.”

Its article, How to Use a Consent Agenda to Save Time and Focus on Critical Matters, explains that a consent agenda, also known by Roberts Rules of Order as a “consent calendar,” is used for the purpose of “approving routine, recurring items that do not require debate or discussion,” and which “can be approved in one action.”

A paper on Robert’s Rules published by Saginaw Valley State University in Michigan specifically notes that the chairperson of the meeting, or in this case, the Mayor, “determines whether an item belongs on the consent agenda.”

Even more importantly, “If any member requests that an item be removed from the consent agenda, it must be removed.  Members may request that an item be removed for any reason.  They may wish, for example, to discuss the item, to query the item, or to register a vote against the item.”

So, no, Paule.

According to the official Robert’s Rules of Order — as opposed to the ones the almost-as-ignorant-as-Paule McKenzie Fleurimond likes to make up as he goes along — a legitimate Consent Agenda is not one that only requires a four-Commission vote without public comment and discussion.

But, you do you!

If the City had a real attorney — as opposed to the almost-as-ignorant-as-McKenzie — the always incompetent Hans Ottinot would advise the Commission accordingly.

But, corruption is now the order of the day in North Miami Beach.

Moving right along.

The moderator also asked the panel, “What are you going to do to insure unity amongst your peers to deliver and provide for the community as one?”

At hour 1:16:45, Paule claimed that when she was first elected in 2018, she thought “everybody was together,” and then bragged about asking the staff to celebrate Mayor Anthony DeFillipo’s birthday.

Then she went into her usual and customary attack mode.

She whined, “Most people, most politicians, they don’t care about the residents.  This is why I am a public servant.  And I do know my background, I am here for the community, I am here for the residents, that’s what I’ve been doing for the past four years and for the past 28 years I was a retired Police Sergeant, this is what I do serve the community.”

Which brings us to our daily reminder that Paule Villard was NOT a Police Sergeant!

Not for 28 years.

Not for 28 minutes.

In fact, “Officer” Paule Villard wasn’t a “Sergeant” for even 28 seconds.

Some police departments have an odd policy to bestow an honorary rank on a retiring officer.

Which is like handing out a participation trophy just for showing up.

Both “awards” mean absolutely nothing.

If Paule was given the honorary rank of “Sergeant” on the day she retired, she didn’t even hold that title for the microsecond it took the Miami Police Department’s Administrative Aide to electronically sign Paule’s separation papers.

In fact, even before she retired, Paule Villard did the bare minimum requirements as an “officer” during the entire 21 years that she disgraced the badge.

And finally, Paule’s answer to the last question asked at the Candidate’s Forum was right up there with her Top Ten Lies in Politics.

The moderator asked simply, “What are you planning to do for the City?”

Paule’s opponent, Jay Chernoff, answered that he would bring civility back to the City and control the spending, which he rightfully stated is out of control.

At hour 1:32:04, Criminal Commissioner Paule Villard responded, “What I will do for the City is what I started doing in 2018, helping the City to grow and bring the City together.”

Except that Paule Villard has diminished, not grown, the City’s reserves, and she’s been the most divisive “elected” official ever to sit on the dais.

Nevertheless, she continued her delusional rhetoric with, “We had insufficient funds in the great City of North Miami Beach, but right now we are doing a check and balance [sic].”

That’s not even remotely true!

Here are the actual facts.

In 2018, and especially 2019, the City had an abundance of funds, as evidenced by the Annual Comprehensive Financial Reports posted on the City’s own website.

When Paule was “elected” in November of 2018, the City of North Miami Beach had just closed out Fiscal Year 2017-18 on September 30, 2018 with an “unassigned fund balance (reserves)” of $27.0 MILLION.

Clearly, Paule’s assertion that there were insufficient funds in the City when she was elected was another one of her many bold-faced lies.

When Paule first became a Commissioner, she only had two co-conspirators on the dais, Michael Joseph and McKenzie Fleurimond.  They couldn’t do much damage with only a three-vote minority.

At the time, the City had a fiscally responsible City Manager, Esmond Scott, who made sure to keep all their spending in check.

Which is exactly how a legitimate checks and balances system works, as opposed to Paule’s absurd claim that they “are doing a check and balance [sic].”

As a result of Esmond’s responsible management, the City ended Fiscal Year 2018-19 on September 30, 2019 with an “unassigned fund balance (reserves)” of $29.2 MILLION.

At a recent Commission meeting, City Manager Arthur “Duke” Sorey was asked what the current reserves were, and he responded there was about $13 MILLION.

Knowing what a consummate liar Duke is, we’re betting that the real number is closer to half that amount.

Unfortunately, we won’t know the truth until next summer when the Fiscal Year 2022-23 Annual Comprehensive Financial Report is published.

Hopefully by then, there will be a New and Improved City Manager — literally anyone at all would be an improvement — and, especially, a legitimate City Attorney, as opposed to the unintelligible shyster, Hans Ottinot.

But the only way that will happen is if you vote responsibly!

ELECT JAY CHERNOFF, PHYLLIS SMITH, AND FORTUNA SMUKLER ON NOVEMBER 8, 2022!

North Miami Beach residents deserve better.

  1. Thank you, Stephanie, for all the work you do to expose the corruption and wasteful spending in our city. We must elect commissioners who are experienced, truthful, honest, trustworthy, respect the rule of law and the city charter. See themselves as public servants who work for the benefit of the residents, not someone who has to be served. There is an atmosphere of fear and intimidation at City Hall. We need to bring civility back to City Hall.
