Al Crespo of the Crespogram News just reported that Miami City Manager Art Noriega just hired former North Miami City Manager Larry Spring as a consultant “to handle the COVID-19 fiscal crisis!”

It was bad enough back in May of 2018 when Art Noriega arranged to put Larry Spring on the board of the Miami Parking Authority, but now in a sign that Noriega does not have faith or respect for his current financial team, and because he’s stupider than many people thought, he has signed up former City of Miami Chief Financial Officer Larry Spring to a $25,000 consultant contract to help guide him through the pending financial crisis brought about by the COVID-19 Pandemic.

Spring’s cover letter is the usual combination of blowing smoke up Noriega’s ass with the,”I applaud your forward thinking and leadership,”and ends with the bullshit claim that, “I come equipped with the intimate knowledge of the details of the new federal stimulus package and creative ideas on how to use the tools and resources available to the City to help ride through this crisis…”

Really, he has “intimate knowledge” of the details of the federal stimulus package. details which it seems even the Trump administration doesn’t even know about, because this stuff is still being figured out and written.

I’s true that Spring was the city’s Chief Financial Officer back when the city was forced to invoke the claim of financial emergency, but part of that reason for that financial emergency was that Spring had been the Chief Financial Officer!

It was his behavior – behavior that included the city being sued by the FEC for the way that the books were cooked – that led to many of the financial problems.

Over the time that Spring worked for the city a lot of very bad  things happened that included besides all of the financial stuff, his roll in the effort to bribe Chief of Police Miguel Exposito who was involved in battle with Mayor Tomas Regalado over the flood of illegal gambling machines in the city back then, thanks to Regalado’s friendship with a handful of Cuban gangsters who were part of Cuban Mafia, known as, “The Corporation.”

In June of 2011, Spring, with the help of then City Manager, Tony Crapp Jr., waltzed out of the city with a $125,734.56 Golden Parachute, and eventually he landed as the City Manager in North Miami, where he was fired in January of this year, and walked out with another Golden Parachute.

And now he’s back and claims that he’s the guy who can help guide the City of Miami through this latest disaster, and it seems that Art Noriega is more than happy to roll out the Welcome Mat!

  2. It’s really way past time for everyone to stop looking to government to do something good for them. Reagan said the most feared words were “I’m from the government and I’m here to help you”. Margaret Thatcher said that “the problem with socialism is pretty soon you run out of other peoples money.” Seriously, they’re not there for you except at election time.

    $ 22 million in the red. You just can’t make this crap up, can you?

  4. What could go wrong ? Just look at the current and former budget short falls at North Miami. Was it Mr. Springs fault or the mayor and council’s? Please tell me Stephanie what the current reserves are for emergencies in North Miami now, or even before the COVID-19 crisis? Do they have any? Is the $25,000 for each month he works? Time exposes all whether good or bad. What next? We will have to wait and see, both in North Miami and Miami. I just wonder why North Miami didn’t bring him back for this COVID-19 crisis? Help me please. What am I missing? Is the city of Miami wiser than North Miami? Who got the better deal? Maybe Billy Corben could do a documentary someday on all of this like he did about the U and the Cocaine Cowboys. What do you think?

Larry Spring was a big disappointment to all of us in North Miami; however, Larry was the best of two poor choices for our city manager position after preferred outside candidate dropped out of the race back in February 2016. Larry Spring never had 3 solid votes on our city council from his February 2016 appointment as two votes were swing votes depended on their mood swings. In summary, Larry Spring made a deal with former mayor, Smith Joseph Jr., with the start of failed $ 120M bond issues in April 2016. If Alix Desulme kept the same message as he did in April 2016 council meeting where he warned his fellow council colleagues and city administration about the true feelings with the voters, Alix would have been elected mayor in May 2019. However, Alix drank their special brand of kool aid and support in weak manner regarding Mayor’s wild adventure on our failed $ 120M bond issues. Then, we have record budget deficits with questionable budget revenue numbers, declining city reserves from the proceeds of the discounted/fire sale with city land for Costco (i..e Thank You Evan Ross), the loss of accreditation of our police department under Chief Lenny’s leadership, the terrible and tragic police shooting due to poor leadership, resources, and training of our police department in July 2016, and the Terry Henley’s firing over our questionable budget, business, and fiscal practices of our city in October 2018. My question to the voters and citizens of North Miami: Who is still remaining after last soap opera drama at 776 NE 125 Street with allegations with Parks and Recreation Director and our infamous Super Bowl special event party at the Red (i.e. DEAD) Garden’s party palace with Uncle Luke?
