Mary, Queen of ̶S̶c̶o̶t̶s̶ North Miami (UPDATED)

One of England’s most notorious rulers was Mary, Queen of Scots.  An article in Prospect Magazine, Who are Britain’s worst monarchs?, explained, “Mary was notable less for ruling a country than for being implicated in basically every murder and plot that happened in it.  She was suspected of involvement in the murder of her husband, Henry Stuart, at Kirk o’Field in 1565, following which she married another suspect, the Earl of Bothwell, forcing her to flee to England where she was thought to be involved in a range of plots against [her cousin] the English queen Elizabeth I.”

After spending nearly two decades in prison, Mary, Queen of Scots was beheaded for treason in 1587.

According to noted British historian Lady Antonia Fraser, “The story of Mary, Queen of Scots is one of murder, sex, pathos, religion and unsuitable lovers.”

While not quite as ill-famed as her aristocratic namesake, North Miami Queen Councilwoman Mary Estimé-Irvin certainly behaves as if she were royalty.

In the six short months since Mary was elected, her extravagant $17,550.22 coronation induction ceremony, her outrageous salary and benefits package, and her constant jet-setting around the country, have cost North Miami taxpayers in excess of $86,000.

But unlike her royal namesake, North Miami’s “Queen” Mary is nothing but a moocher, a grifter, and a fraud.

Our first clue was when she was evicted from her Aventura apartment in 2002.  She then flitted from rented place to rented place, while spectacularly failing at running a business and unsuccessfully running for public office, until she finally was able to buy the house located at 155 NE 131 Street in August of 2014 where she currently lives.

Except … she doesn’t own it anymore.

In order to avert a foreclosure*, less than four years later on May 2, 2018, Mary transferred title to her house to VWC LLC, a Florida Limited Liability company, which is managed by Odilon and Bernalia Celestin, the owners of O’King Grill Restaurant in North Miami.

*CORRECTION:  There was no foreclosure pending since Mary paid cash for this home and did not record a mortgage.  It is still a mystery, however, why she transferred title to a company yet still lives in the home.

Interestingly, the Registered Agent of their company is none other than North Miami’s very own rodeo clown, Frank Wolland.

But, we’re sure that’s just a coincidence.

Continuing on her deadbeat path, on July 10, 2017, Mary Estimé-Irvin was served with a Miami Dade County Statement of Claim for “medical services not paid” in the amount of $1,926.80.  Since she still refused to pay her debt, the Court entered a Default Final Judgment on August 29, 2017.

Lest you think we’re being too harsh on Mary, Queen of North Miami, we’re only too happy to report that we are not alone in our criticism of this vacuous, irresponsible, and self-centered budding career politician.

Mary Estimé-Irvin was also the subject of four scorching articles by the Incognito Help Blog long before she was on the radar of VotersOpinion.

During Mary’s tenure as a member of the city’s Board of Adjustment, blogger Taylor Durden first posted on August 16, 2018, “Mary C. Estime-Irvin hates you and everyone else in North Miami.  She is rumored to be flush with cash from illegal contributions she receives to grant unlawful variances and other shady business practices, but refuses to pay her taxes.  As recently as April of last year a $77,000 Federal Tax Lien was placed on her house.  Is this someone that we need planning the City of North Miami?  If she can’t even pay her own taxes, how on earth can she responsibly manage the city’s?”

In Taylor Darden’s second post later that same day, the blogger aired his (or her?) beef about Mary’s push to approve yet another funeral home in North Miami on West Dixie Highway, which “already looks like the Las Vegas strip of funeral homes.”

The very next day, Darden wrote a third blog about Mary, this time revealing that “in June 2018, the Florida Elections [Commission] found probable cause after an exhaustive investigation and court proceeding that Mary C. Estime-Irvin violated state election laws during her run for State Representative of District 107, in the 2016 primary election,” after which “she failed to disclose the funds that remained in her account; retaining a large amount of the proceeds for herself and not disclosing it (a big no no under Florida’s campaign elections laws).  Still not satisfied with that windfall, the [commission] believes she also lied about the amount and sources of campaign contributions she received in the F.E.C. disclosures during her bid for State Representative.”

In the fourth post dated August 18, 2018, Taylor Darden wrote, “This has got to be one of the worst people in The City of North Miami’s Government.  This corrupt woman running for state House in District 107 in 2016 has the most fines of any newcomer on the ballot in which she appeared.  She has been fined for seven separate campaign violations in a row, and state records show she still has not paid any fines.  Why?  Because she does what she wants, when she wants, without any consequences.”

Hey, Taylor…

As you might imagine, our interest was piqued.  So we accepted the challenge and did a bit more research.

We started by searching the State of Florida Division of Administrative Hearings database for Florida Election Commission Final Orders against Mary Estimé-Irvin and found that twelve were filed.

Sure enough, when candidate Mary Estimé-Irvin ran against State Representative Barbara Watson for District 107, she repeatedly violated campaign finance reporting laws and then refused to file any reports at all beginning with the one due on August 26, 2016 four days before she lost the election.

Not surprisingly, Rep. Watson won by a landslide with 65.2% of the votes.

For these violations, the Florida Elections Commission opened eleven separate investigations against Mary for campaign finance violations committed during the August 2016 election, issued eleven Final Orders, and fined her a total of $5,262.16.

But this was not Mary’s first rodeo – or her last – with campaign finance violations.

When Mary ran for North Miami City Council District 2 in May 2013, this blogger filed a complaint against her for campaign finance violations, for which the Florida Elections Commission issued a Final Order on March 23, 2015 and fined her $1,000.00.

When she ran for North Miami Council District 3 in June 2019, she once again committed campaign finance violations and was slapped with yet another Final Order from the FEC, and fined $3,000.00.

And even though she finally won an election, Mary Estimé-Irvin still has not yet filed her final campaign treasurer’s report for her run-off election against Michael Etienne, which was due on June 7, 2019.

We imagine there will be yet another complaint filed and more fines assessed.

In the meantime, we’ve made a public records request to determine if Mary has paid any of the $9,262.16 in fines assessed by the Florida Elections Commission.

Somehow, we doubt it.

While we know absolutely nothing about any alleged “cash from illegal contributions she receives,” and we were not able to locate a lien on the house Mary occupies…

We did manage to discover that she personally owes the Internal Revenue Service the sum of $1,326,066.24, courtesy of a Federal Tax Lien filed just one month and two days after she was sworn in.

We can’t help but wonder how Mary racked up a seven figure income tax bill without actually having a job.

Just saying.

Good thing she managed to get herself elected so she can finally take all those vacations she could never afford, while not actually having to pay for them herself.

After all, it’s not her money.

And in Mary’s case, it’s literally not her money.

Remember, she’s not a homeowner and doesn’t pay a dime in ad valorem taxes to the city she allegedly “serves.”

In the meantime, this self-important narcissist, with a bloated sense of entitlement, continues to rape and pillage the city coffers while pretending she actually does something productive.

Like the time NoMi Neighbors, a non-profit alliance of neighbors working towards a better community in North Miami, organized a neighborhood clean-up and Mary crashed the party, taking credit for doing nothing but showing up for a photo op to use for her next campaign.

Or, as resident Laura Hill so aptly stated:

No surprise there!

Then again, as blogger Taylor Darden so aptly put it, “she does what she wants, when she wants, without any consequences.”

Unlike Mary, Queen of Scots, North Miami’s “Queen” Mary Estimé-Irvin may not have had her husband killed…

Or married his murderer…

Or plotted to assassinate her own cousin…

But, we’re pretty sure that Mary, Queen of Scots never owed the IRS over $1.3 million in back taxes.

  1. It’s outrageous that these people get elected! Unfortunately this news wasn’t made more public before the election, but maybe this article will be the beginning of Mary being exposed for who she is.
