What a performance!
North Miami City Manager Larry Spring, Assistant Chief Larry Juriga and City Attorney Jeff Cazeau deserve a standing ovation for the Dog & Pony Show they put on last night at the Griffing Community Center.
Let’s all give them all a great big round of applause!
When VotersOpinion broke the story that city officials were hiding documents provided to us by Police Chief Gary Eugene, and the press started snooping around, Larry, Larry and Jeff had to quickly cover their asses.
So they scrambled at last night’s Community Council Forum to explain themselves.
Because transparency.
Or something.
Unfortunately for the city’s residents, the only “transparent” message given last night was that North Miami is even more corrupt than anyone imagined.
But we’re getting ahead of ourselves. Let’s take a few steps back and recap.
When Gary Eugene was appointed as Chief of the North Miami Police Department, gone were the hoped for promotions of a handful of rogue cops who had been desperately angling for an opportunity to move up the food chain. After all, with Chief Lenny gone, and Assistant Chief Larry Juriga in prime position to take over the department, it seemed that the self-dubbed “Illuminati” would finally achieve their ultimate goal – the keys to the proverbial castle.
With key positions about to open up in the Executive Command Staff, Juriga & Co. had plans for spots to be filled by their own loyal team members who could be counted on to have each others’ backs at all times and maintain the blue wall of silence.
On June 16, 2016, their hopes were dashed when, instead of Juriga, City Manager Larry Spring made Eugene the NMPD’s top cop. As soon as Eugene appointed non-“Illuminati” members to his Command Staff, Team Juriga immediately planned their coup d’état.
Much to their chagrin, six days after the NMPD’s swearing-in ceremony, Commander Rivera’s trigger happy SWAT Team member Jonathan Aledda shot an unarmed black man with his hands up. In a really ill-timed PR moment, this incident quickly became the most infamous shooting in the department’s history.
But as fate would have it, Team Juriga saw a golden opportunity when they realized that Chief Eugene’s newly appointed Commander Emile Hollant showed up on the scene. Taking advantage of the fact that Hollant had not yet been scheduled for the required training for his new position, they came up with the ultimate plot to take down both Eugene and Hollant.
The fact that they both happened to be Haitian, well, two birds, one stone.
Within a day of the incident, the blame was cast on Commander Hollant for the shooting because he had announced over the police radio that he believed the subject was loading his gun. In an attempt to cover for the shooter, Larry Juriga and Angel Rivera concocted the story that Alleda fired his weapon on Hollant’s command.
When the police radio recordings revealed that before Aledda pulled the trigger, two other officers announced that the “gun” was actually a toy, they needed to come up with another reason to point the finger at Hollant.
Despite Hollant’s adamant insistence on the fact that he had gone to his car to get his binoculars at the moment the shots were fired, Team Juriga spun into action to prove that Hollant never left the scene, witnessed the actual shooting, and then lied about it.
Just how far were they willing to go to frame Hollant and complete their takeover of the police department?
Apparently, to any lengths possible.
They even tried to enlist the State Attorney’s Office to go along with their scheme.
Not only was that attempt an epic fail, Team Juriga only succeeded in pissing off the very agency that is intent on getting a manslaughter conviction against the one person they were desperately trying to protect from prosecution … Jonathan “Sharpshooter” Aledda.
Way to go, geniuses!
Let’s not forget that the State Attorney’s Office had cleared Commander Hollant of all wrongdoing on August 2, 2016, two days after Team Juriga attempted to have criminal charges filed against him.
Six months later, “North Miami Police investigators” had Internal Affairs Sergeant Diana Roman set up a meeting with Assistant State Attorneys Howard R. Rosen and Frank Ledee in order to “discuss the Emile Hollant Preliminary Inquiry” and “provide additional statements” in the hopes of having them re-open their investigation.
Despite that second attempt, the State Attorney’s Office reiterated its decision via email on April 5, 2017 that “the inquiry remained closed.”
In response to an apparent telephone call to Assistant State Attorney Howard R. Rosen, Sergeant Roman was rebuffed a final time when she asked the Assistant State Attorneys to “change the verbiage” of the SAO’s close out memo so that it would not state that “We conclude that Commander Hollant did not lie.”
ASA Rosen refused to consider her request and responded in an email, “This email will serve to confirm that upon reviewing the statements you provided, in conjunction with the statements we already had from both Commander Hollant and Chief Gary, our conclusion in this matter remains the same, and we are not going to be amending our Preliminary Inquiry Close-Out Memo.”
When that door slammed shut, Team Juriga had to go back to the drawing board.
Desperate to carry out their grand scheme while Chief Gary Eugene was on medical leave, Sergeant Diana Roman quickly wrapped up the Internal Affairs investigation.
The clearly “unbiased” Disposition Panel went to work trying to piece together a plausible enough reason to make the allegations against Hollant stick.
Literally cutting and pasting key phrases from a several witness statements, and rearranging them to suit the Team Juriga narrative, the Disposition Panel contrived to come up with what they thought was an airtight case against the Commander.
On the night before Chief Eugene was scheduled to return to work, they scrambled to have Major Annemarie Cardona and Commander Angelo Brinson deliver to Commander Hollant the Notice of Intent to Terminate and Right to Pre-Determination Hearing.
As far as Team Juriga must have been concerned, all was going according to plan. However, as the Miami New Times already pointed out in North Miami’s Acting Chief Tries to Fire Cop He was Accused of Framing in Kinsey Shooting, the speed with which the IA investigation was hurriedly pushed through after spending “months trying to sort out the mess” is odd indeed.
Furthermore, as the article noted, “In light of the chief’s accusations that Juriga tried to frame Hollant, it’s curious the department would allow the assistant chief to dispose of the investigation” and then move to ax Hollant in a “finding today directly contradicts the State Attorney’s Office.”
Make no mistake, all these events were perfectly timed with clockwork precision.
Team Juriga thought they had the case against Hollant wrapped up with a big red bow.
Until … the Cuevas Memo unraveled their already tenuous hold on reality and pulled the rug out from under them.
As soon as we reported that Assistant Police Chief Neal Cuevas unequivocally proved that the Disposition Panel had absolutely no “preponderance of evidence” that Commander Hollant did anything wrong, and that city officials HID THE CUEVAS MEMO FROM THE PUBLIC, all hell broke loose.
Last night’s Oscar-winning performance Community Council Forum agenda, hastily scrambled together by North Miami city officials, was in direct response to their getting caught red handed for violating Sunshine Laws.
According to Florida Statute 119.017, General exemptions from inspection or copying of public records, there are only a handful of very specific reasons that government agencies can keep information from being made public.
The list includes, but is not limited to, documents that are part of a public bidding process, criminal investigation, criminal or civil litigation, data processing licensing and trade secrets, active criminal intelligence and/or investigative information, information revealing surveillance techniques, information revealing the identity of a confidential informant or source, and any information revealing “highly sensitive personal information” of a victim of a crime, including the identity of a victim of child abuse or rape.
In any event, it certainly appears that the Cuevas Memo does not fall under any category of the general exemptions from public records according to Florida Statute 119.017.
In fact, at last night’s performance, when City Attorney Jeff Cazeau cockily declared (at hour 2:06 on the video) that they made everything available to the public (“It’s all on the website.”), an audience member raised the question, “How come you haven’t shared Assistant Chief Neal Cuevas’ Memorandum?”
Oh, boy!
Cazeau started the spin with, “The reason that memo hasn’t been put out is because it’s not officially part of our, um, it’s not part of any of this process.”
When the resident dared to interrupt, Cazeau became indignant!
“Ma’am, ma’am, PLEASE! There is a process in all of this and we’ve been following the process through all of this. The way this process works is once the internal affairs investigation is over, the internal affairs package goes to three officers who review it. Once those three officers make their determination, that package then goes to the person’s supervisor. In this case it would be Major Belcher. It goes through the person’s chain of command. In other words, whoever the highest person in the chain of command, they get the package, it goes down to the person to make their recommendation. That’s the way it’s supposed to work. The only person supposed to make that recommendation on that IA investigation is the direct supervisor. That memo that you’re talking about is outside the Standard Operating Procedures. It’s outside the Standard Operating Procedures, it’s not called for in any of the city’s processes. So you can’t on one side say make this a process and follow the process, follow the process, and on the other side, someone just comes out and writes whatever they want to write … now here’s the thing. Whether or not he has the right to do it, that … that’s … I’m not saying he has … he doesn’t have the right to make up whatever he wants to say … I mean the man’s been in … in … the force for a long time, he has his opinion. But at the same time, that does not go in our procedure. So that was not the forum for it.”

The resident tried to ask a question, when Jeff cut her off and exploded, “NO, HE WASN’T, MA’AM. DID YOU READ ANYTHING?”

He vainly attempted to apologize for his inappropriate outburst … and then accused her of lying and hijacking the meeting.
Oh, REALLY?
That’s not how apologies work, Jeff.
Just saying.
At that point, City Manager Larry Spring quickly shut down the meeting and sent everyone on their way.
His parting shot?
“We’re gonna continue being transparent.”
Um, as long as it doesn’t interfere with “procedure,” right?
With the help of Team Juriga, North Miami city officials have made it “transparently” clear that they are desperate to save face after they publicly slandered Commander Emile Hollant without any proof whatsoever that he lied.
Team Juriga will go to any length to stifle the truth.
Even if it means destroying the careers and lives of a newly appointed Police Commander and a Chief of Police with over 30 years of honorable service.
Both of whom just happen to be Haitian Americans.
If cops like Juriga & Co. are willing to go to such great lengths to cover their own asses by framing fellow law enforcement officers, how far would they go to destroy the lives of ordinary civilians?

But, wait. There’s MORE!
In a four page memorandum distributed at last night’s Dog & Pony Show, City Manager Larry Spring attempted to justify his decision to fire Commander Hollant and Chief Eugene. On the last page, he intimated that yet another investigation may be on the horizon.
Spring wrote, “Evidence suggests that the Chief may have colluded with one of the officers in question to circumvent the internal affairs investigation.”
Hmmm…
Anyone wanna guess who he’s going after next?

So where do we go from here? Isn’t there a law enforcement agency above the North Miami Police that can sort this out and finally get rid of the rogue cops on the force who are interested only in taking care of their own and not the residents of the City ?
North Miami has succeeded in reaching a new low in honesty. Thanks to City Manager Larry Spring every resident should be afraid of the crap going on in the NMPD. Mr. Spring, whether or not you believe it, you are paid by the tax payers to bring the city up in the eyes of the residents. Instead, you have created a horrendous situation and it’s probably not only in the NMPD. I think it’s time for the City Council to look for your replacement. We, the public, are not as stupid as you and your cohorts think!
The truth of the matter is in the transcripts. I wish North Miamian’s would take the time to read through it all. Once they do, they will see if there were conflicting accounts or they will see there were not conflicting accounts.
My dog in this fight is north Miami. We keep going through these chief’s, managers, lawyers etc. Its so easy to scapegoat someone and then say, “well that was in the past.” But that shady past keeps catching up with us. How can we expect greatness when those who have the potential to be great either leave, fired, or never have anything to do with North Miami because they fear that this is the City that your career comes to die? And die in an undignified manner? Its called a “brain drain,” when people leave because they just cannot take the nonsense anymore.
North Miami residents deserve so much more than we are given. This City treats residents like they are a public bother. They don’t really listen nor embrace some of the best assets they have. Its clear to most residents when they enter City Hall that there is a training problem. As in, a 15 year employee of the Utilities department will not be able to tell you what the surcharge of your water bill that says “storm water” means. They will tell you to pay $200 and they wont turn your water off.
Just one example. Building permits, grant money (CBGB money)procedure, public records requests (admittedly are getting better.) Most residents tell me that when they go to City Hall for anything, they leave dejected and mad.
We have a lot of room for improvement. No doubt. In this specific situation, however, I feel that if residents read the transcripts, they will see the issue is not exactly how it has been presented to us.
I want the best for this City where I live and raise my family. But its pretty clear that this City is not giving us their best. We deserve more.
Fixing the problem is simple. First fire or demote all that are involved in the Police department. Then fire both the city manager and the deputy city manager. Next step bring in a real city manager and stop placing people associated with the city in charge just so the council can control them. Then bring in a chief from outside and give him a five year contract to allow him the power to run his department. City hall has a system set up where they promote those internally with no contract thus enabling them to control and manipulate them. With no contract city hall runs the police department, and the chief is forced to cover for all the criminal activity that goes on at city hall. If the chief were to disagree or attempt to investigate any one at city hall he immediately gets threatened with termination. That is the problem and the solution is simple, just fire the city amnager and deputy city manager, bring in a city manager from outside, bring in a chief from outside or bring back Eugene and give him a 3-5 year contract and stop meddling with the internal operations at the police department. Oh yea city hall—-stop committing criminal acts and using your puppets at the PD to cover for you. Also —the Fed’s should have intervened here along time ago. But one has to wonder what really goes on there because they just stand idle while this corrupt shit continues.

To the first NM Business Owner I say just do like me. Close shop and relocate outside North Miami. Once you open in a real city your business will be successful and you will not have to worry about your tax dollars going to fund the bull shit that goes on in North Miami.
With four lawsuits against the City of North Miami, the City will not need a new director for MOCA because it will have to sell off its art collection to pay the millions to settle claims in each lawsuit. It may come to selling off its other prized asset, the North Miami Water Department, to Miami-Dade Water and Sewer Authority which has tried to put North Miami out of the utilities business for several decades. However, it was done by its own mistakes and errors in this case.
Funny you should mention that. The City of North Miami is self-insured up to $200,000 per claimant and $300,000 per incidence, which comes out of the general fund. NM also has a police professional liability policy with an outside insurance company, which pays up to $2 million for each wrongful act, but not before the city pays a deductible of $25,000.
That’s not including the public officials liability policy, which pays up to $2 million per wrongful act, but carries a deductible of $50,000, which the city has to eat.
And when I say “the city,” I mean North Miami taxpayers.
I imagine the fallout from all the lawsuits over an incident that could have been prevented is going to make quite a dent in the city’s coffers.
